Security Council Press Statement on Terrorist Attack in Berlin, Germany

The following Security Council press statement was issued today by Council President Román Oyarzun Marchesi (Spain):

The members of the Security Council condemned in the strongest terms the barbaric and cowardly terrorist attack which took place in Berlin, Germany, on the evening of 19 December 2016 and during which at least 12 people were killed and dozens injured.

The members of the Security Council expressed their deep sympathy and condolences to the families of the victims, as well as to the Government of Germany.

The members of the Security Council reaffirmed that terrorism in all its forms and manifestations constitutes one of the most serious threats to international peace and security.

The members of the Security Council reiterated that any acts of terrorism are criminal and unjustifiable, regardless of their motivation, wherever, whenever and by whomsoever committed.  They reaffirmed the need for all States to combat by all means, in accordance with the Charter of the United Nations and other obligations under international law, including international human rights law, international refugee law and international humanitarian law, threats to international peace and security caused by terrorist acts.

The members of the Security Council underlined the need to bring the perpetrators of these terrorist acts to justice.

Security Council Press Statement on Democratic Republic of Congo

The following Security Council press statement was issued today by Council President Román Oyarzun Marchesi (Spain):

The members of the Security Council condemned in the strongest terms the attack perpetrated today by a Mayi-Mayi armed group in Butembo, North Kivu, in the Democratic Republic of the Congo, which led to the death of a South African peacekeeper of the United Nations Organization Stabilization Mission in the Democratic Republic of the Congo (MONUSCO) and of a Congolese police officer, as well as the injuries of two other South African peacekeepers.

The members of the Security Council expressed their deepest condolences and sympathy to the families of the victims, as well as to the Governments of the Democratic Republic of the Congo and South Africa and to MONUSCO.

The members of the Security Council called on the Government of the Democratic Republic of the Congo to swiftly investigate these attacks and bring the perpetrators to justice.  They underlined that attacks targeting peacekeepers may constitute war crimes under international law.

The members of the Security Council reiterated their full support to the Special Representative of the Secretary-General in the Democratic Republic of the Congo and to MONUSCO to fully implement their mandate.

Security Council Press Statement on Lebanon

The following Security Council press statement was issued today by Council President Román Oyarzun Marchesi (Spain):

The members of the Security Council welcomed the announcement on 18 December of the formation of a national unity Government in Lebanon, and congratulated Prime Minister Saad Hariri and his Cabinet.

They encouraged all of Lebanon’s political leaders to build on this momentum of national unity and to ensure Lebanon’s ability to address the pressing security, economic, social and humanitarian challenges facing the country.

The members of the Security Council stressed the importance of the holding of parliamentary elections by May 2017, in accordance with the Constitution, in order to sustain Lebanon’s democratic tradition.

The members of the Security Council reaffirmed that the preservation of Lebanon’s stability is essential to regional stability and security.  The members of the Security Council underscored their previous calls on all Lebanese parties to recommit to Lebanon’s policy of dissociation and to cease any involvement in the Syrian crisis, consistent with their commitment in the Baabda declaration.  They reaffirmed their strong support for the territorial integrity, sovereignty and political independence of Lebanon, in accordance with resolutions 1701 (2006), 1680 (2006) and 1559 (2004).

The members of the Security Council called on the international community, including international organizations, to ensure continued support to Lebanon in addressing the economic, security and humanitarian challenges facing the country.  They reiterated their appreciation for the International Support Group for Lebanon and their support to the United Nations Special Coordinator for Lebanon.

Security Council Press Statement on Assassination of Russian Ambassador to Turkey

The following Security Council press statement was issued today by Council President Román Oyarzun Marchesi (Spain):

The members of the Security Council condemned in the strongest terms the terrorist attack in Ankara, Turkey, on 19 December, which resulted in the assassination of the Ambassador of the Russian Federation.  The members of the Security Council expressed their deep condolences to the family of the Ambassador and the Government of the Russian Federation.

The members of the Security Council reiterated the need to bring the perpetrators, organizers, financiers and sponsors of terrorist attacks to justice.

The members of the Security Council reaffirmed that terrorism in all forms and manifestations constitutes one of the most serious threats to international peace and security, and that any acts of terrorism are criminal and unjustifiable, regardless of their motivation, wherever, whenever and by whomsoever committed.

The members of the Security Council reaffirmed the need to combat by all means, in accordance with the Charter of the United Nations and all obligations under international law, including international human rights, refugee and humanitarian law, threats to international peace and security caused by terrorist acts.

The members of the Security Council also stressed the fundamental principle of the inviolability of diplomatic agents and consular officers and the obligations, including under the 1961 Vienna Convention on Diplomatic Relations and the 1963 Vienna Convention on Consular Relations, to take all appropriate steps to prevent any attack on diplomatic agents and consular officers.

Security Council Press Statement on Terrorist Attacks in Turkey

The following Security Council press statement was issued today by Council President Román Oyarzun Marchesi (Spain):

The members of the Security Council condemned in the strongest terms the heinous and cowardly terrorist attacks in the city of Istanbul, Turkey, on 10 December, during which at least 39 people were killed and 155 injured.

They expressed their deepest sympathy and condolences to the families of the victims and to the Government of Turkey and wished a speedy and full recovery to those who were injured.

The members of the Security Council reaffirmed that terrorism in all its forms and manifestations constitutes one of the most serious threats to international peace and security.

The members of the Security Council underlined the need to bring perpetrators, organizers, financiers and sponsors of these reprehensible acts of terrorism to justice and urged all States, in accordance with their obligations under international law and relevant Security Council resolutions, to cooperate actively with the Government of Turkey and all other relevant authorities in this regard.

They stressed that those responsible for these killings should be held accountable and urged all States, in accordance with their obligations under international law and relevant Security Council resolutions, to cooperate actively with all relevant authorities in this regard.

Security Council Press Statement on Terrorist Attack in Cairo

The following Security Council press statement was issued today by Council President Román Oyarzun Marchesi (Spain):

The members of the Security Council condemned in the strongest terms the heinous and cowardly terrorist attack that took place in St. Peter's Church attached to St. Mark's Coptic Orthodox Cathedral in Cairo, the capital of Egypt, today, 11 December 2016, during which at least 25 people were killed and over 49 injured.  The members of the Security Council also condemned the terrorist attack that took place in Giza, Egypt, on Friday 9 December 2016, during which six Egyptian policemen were killed and a number of civilians were injured.

They expressed their deepest sympathy and condolences to the families of the victims and to the Government of Egypt and they wished a speedy and full recovery to those who were injured.

The members of the Security Council reaffirmed that terrorism in all its forms and manifestations constitutes one of the most serious threats to international peace and security.

The members of the Security Council underlined the need to bring perpetrators, organizers, financiers and sponsors of these reprehensible acts of terrorism to justice and urged all States, in accordance with their obligations under international law and relevant Security Council resolutions, to cooperate actively with the Government of Egypt and all other relevant authorities in this regard.

Security Council Press Statement on the Gambia Elections

The following Security Council press statement was issued today by Council President Román Oyarzun Marchesi (Spain):

The members of the Security Council commended the people of the Islamic Republic of the Gambia for the peaceful and transparent holding of elections on 1 December 2016.

In this regard the members of the Security Council strongly condemned the statement by the outgoing President of the Gambia, Yahya Jammeh, on 9 December rejecting the 1 December official election results proclaimed by the Independent Electoral Commission and calling for new elections.

They called on him to respect the choice of the sovereign people of the Gambia, as he did on 2 December 2016, and to transfer, without condition and undue delay, power to the President-elect, Adama Barrow.

The Members of the Security Council urged the outgoing President to carry out a peaceful and orderly transition process and they requested that the security of the President-elect, Adama Barrow, and that of all Gambian citizen be fully ensured.

The members of the Security Council called on outgoing President Jammeh to respect the Economic Community of West African States (ECOWAS) protocol on democracy and good governance and the African Charter on Democracy, Elections and Governance, notably the rejection of unconstitutional changes of Government, and recalled the relevant provisions of Article 23 (4) of the African Union Charter on Democracy, Elections and Governance.

The members of the Security Council urged all parties to exercise maximum restraint, refrain from violence and remain calm.

The members of the Security Council called on the support by the United Nations Office for West Africa (UNOWAS) and international partners, especially ECOWAS, to preserve stability in the Gambia and work towards the installation of a democratically elected Government in the country.

They further expressed their commitment to continue to follow closely the evolution of the situation in the Gambia.

Security Council Press Statement on Libya

The following Security Council press statement was issued today by Council President Román Oyarzun Marchesi (Spain):

Following the briefing on 6 December by the Special Representative of the Secretary-General, Martin Kobler, the members of the Security Council reiterated their support for his efforts and those of the United Nations Support Mission in Libya (UNSMIL), and encouraged their intensified efforts in facilitating implementation of the Libyan Political Agreement.

The members of the Security Council expressed their deep concern over the challenging political and security context in Libya and the serious political polarization resulting in a deterioration of the security, economic and humanitarian situation.  They further expressed their deep concern over the recent escalation of violence between armed groups in Tripoli, and called on all parties to immediately heed the Presidency Council’s appeal to cease fighting.  In addition, they condemned the actions of those calling for violence, including against the Presidency Council.

The members of the Security Council reaffirmed their full support for the Libyan Political Agreement and called on all parties to accelerate its implementation.  Noting that almost one year has passed since signature of the Libyan Political Agreement, they urged the House of Representatives to endorse the Constitutional Declaration amendment as a necessary step toward full implementation.  They also urged the Prime Minister to submit a full agreed list of the members of the Government of National Accord (GNA) and its programme to the House of Representatives to fully endorse it, grant it a vote of confidence and adopt the programme as the Libyan Political Agreement stipulates.

The members of the Security Council reiterated their grave concern about the terrorist threat in Libya, in particular from Islamic State in Iraq and the Levant (ISIL, also known as Da’esh), groups proclaiming allegiance to ISIL, and groups affiliated with Al-Qaida, welcomed progress made in the fight against terrorist groups, notably against ISIL, in Sirte and in Benghazi, and noted with concern the information that ISIL elements may have dispersed to other parts of the country.  They urged Libyans across the political and security divide to unite and join forces under unified command in their fight against ISIL in the service of their country and called on armed actors to halt violence against civilians.

The members of the Security Council reiterated the importance of the continued inclusiveness of the Libyan Political Agreement and renewed their strong call on all parties in Libya to be part of and to engage constructively with the Agreement in good faith and with sustained political will.  They urged all Libyan stakeholders, especially those not currently fully engaged in the process, to work together with the Presidency Council to resolve outstanding issues and focus all Libyan efforts on rebuilding the country.

The members of the Security Council reaffirmed their commitment to implementing relevant Security Council resolutions, including resolution 2259 (2015).  They reiterated their endorsement of the Rome Communiqué of 13 December 2015 to support the GNA as the sole legitimate Government of Libya, and urged the Presidency Council to continue efforts to broaden the basis of its support and take the necessary decisions to tackle Libya’s political, security, humanitarian, economic and institutional challenges, including the urgent delivery of essential services to the Libyan people throughout the nation and ensuring the rights of all Libyans are protected.

The members of the Security Council urged Libya’s political and economic institutions to address economic challenges, in all parts of the country, for the benefit of all Libyans, as set out in the Libyan Political Agreement.

The members of the Security Council recalled all its relevant resolutions regarding illicit oil exports from Libya, including resolutions 2146 (2014) and 2278 (2016), and all relevant measures according to these resolutions to strengthen the authority of the GNA on Libyan economic institutions.

The members of the Security Council reiterated their determination to support the implementation of the Libyan Political Agreement in order to alleviate the suffering of the Libyan people.

The members of the Security Council reaffirmed their strong commitment to the sovereignty, independence, territorial integrity and national unity of Libya.

Security Council Press Statement on Colombia’s Peace Agreement

The following Security Council press statement was issued today by Council President Román Oyarzun Marchesi (Spain):

The members of the Security Council welcomed the ratification by the Colombian Congress of the new Final Peace Agreement between the Government of Colombia and the Revolutionary Armed Forces of Colombia–People’s Army (FARC-EP).  They commended the parties for their commitment to bringing an end to the conflict in Colombia after more than 50 years and congratulated all those who worked constructively in the consultations over recent weeks to produce a new Agreement.

The members of the Security Council welcomed the leadership shown by the Government of Colombia and the FARC-EP to upholding the ceasefire.  They trusted the parties would continue their positive cooperation and maintain recent momentum to begin swift implementation of this historic Agreement in order to ensure a transition to peace that benefits all Colombians.

The members of the Security Council recognized the contribution of all parties involved in Colombia’s peace process, in particular the Republic of Cuba and the Kingdom of Norway as guarantors, and the Republic of Chile and the Bolivarian Republic of Venezuela as accompanying countries.

The members of the Security Council recalled their full commitment to the peace process in the Republic of Colombia, reiterated their determination to support Colombia’s implementation of the Final Peace Agreement in accordance with resolution 2261 (2016), and looked forward to the Secretary-General’s first 90-day report on implementation of the mandate of the United Nations Mission in Colombia.

Security Council Press Statement on Ethnic Violence, Situation in South Sudan

The following Security Council press statement was issued today by Council President Fodé Seck (Senegal):

The members of the Security Council were briefed by the United Nations Special Representative of the Secretary-General Ellen Løj, the United Nations Special Adviser on the Prevention of Genocide, Adama Dieng, and the Chair of the South Sudan sanctions committee on the situation in South Sudan.  The members of the Security Council expressed deep alarm ‎over the escalation of ethnic violence in South Sudan reportedly carried out by the SPLA (Sudan People’s Liberation Army), the SPLA in Opposition as well as militias and unidentified armed groups.

The members of the Security Council strongly condemned all instances of attacks against civilians, ethnically targeted killings, hate speech and incitements to violence.  The members of the Security Council agreed with Special Adviser Adama Dieng that what began as a political conflict has transformed into what could become an outright ethnic war and it called on the Government of South Sudan to immediately address increasing hate speech and ethnic violence and to promote reconciliation among its people, including through a process of justice and accountability.

The members of the Security Council underscored that the only way forward in South Sudan is through a genuine and inclusive political process based on the framework provided by the Agreement on the Resolution of the Conflict in the Republic of South Sudan, which allows for all voices to participate in shaping the future of South Sudan.  The members of the Security Council also underscored that all parties must commit themselves to peace and take meaningful steps to end violence and ceasefire violations.  The members of the Security Council called upon the parties to immediately agree on implementation of an effective cessation of hostilities in order to avoid escalation of the conflict in the upcoming dry season and reiterated that there is no military solution to the conflict.

While recalling resolution 2304 (2016), the members of the Security Council expressed concern that while the Government of South Sudan has made further commitments since the 4 September 2016 Joint Communiqué with the Security Council, that progress was insufficient and has yet to translate into concrete improvements on the ground.  They called on the Government of South Sudan to immediately uphold its commitments.

The members of the Security Council signalled their readiness to consider taking additional measures in order to prevent a further escalation of violence and conflict, including potential sanctions that may be appropriate to respond to the situation.  The members of the Security Council committed to work closely with the African Union High Representative for South Sudan, former President Alpha Oumar Konaré, the Chairperson of the Joint Monitoring and Evaluation Commission, former President Festus Mogae, as well as other stakeholders, in the reinvigoration of the political process and the design of a clear political strategy for the peaceful resolution of the conflict in South Sudan.
